DD's blotchy tan - should I be worried? (Pic included)

Pretty worried here but also not sure if I'm overreacting. Every time my daughter is out in the sun, she catches a bit of tan and it is always blotchy, as if some areas of the skin are not tanning at all. Her sun cream is always applied evenly. This only really happens on her legs/arms from what we've seen. She is 22 months old and has suffered with eczema before but it does still occasionally come and go to this day so we keep on top of it with Child's Farm. Does anyone have any experience with this or something similar? Could this be happening because of her eczema or is it likely to be something more serious? Thanks

Did you use any prescribed cream for her eczema?
I have this from using various different lotions and potions from the doctor. Hydrocortisone especially left patches that won’t tan.
