How do you get 2nd baby to nap with a toddler that needs constant supervision?

Been up since 4.20 again. Get 3mo to sleep by 5. 30 and 16mo wakes up which then wakes up 3mo. Spend 4 hours trying to get 3mo down but every time she settles, I have to put her down quickly because 16mo is trying to eat paper/tearing down the blinds/trying to play with buttons on the oven/attempting to climb the coffee table. Each time waking up 3mo. So tired of this lifestyle. No one is winning I'm just a crap mum to both of them and tired and fed up. So 16mo has no quality time with me and 3mo has no sleep. Whats the solution?

Baby in sling, leaves you hands free, and able to carry on with your day.

Or baby to nap in pram. That way you can walk with toddler or them in pram also if double, or can rock baby to sleep in pram in hallway, living room, garden at home wherever you are.

Also maybe get some easy toddler activities to occupy them. A megasketcher, aqua draw, fuzzy felt, sandpit in garden
