The right car seat and car seat laws

Hi all firstly can someone explain to me the car seat laws for a 13 month old. He weighs just over 2 stone now and is a tall baby 😊
I want to get a car seat that can suit him now and when he is older 😊 what car seats do you recommend? At the moment I am looking at the Cosatto All in All

The law is the bare minimum and not the safest. Ideally he should be rear facing until 4 years old. As he is a tall baby that limits your options as most of the erf car seats say but to 4 but only 50% of children will be short enough to rear face in them until 4.
