(Irish) passport renewal, no contact with mother

Hi all,

Looking for advice for a friend (father of my daughter's older half sister).

T, my daughter's older half sister, needs to get her Northern Irish passport renewed.

Her mother, J, has had no contact with her for some years, likewise with her other (my) daughter. We don't know where J is, and don't particularly want to contact her.

T's father remarried a few years back, his wife is JF.

Options from passport office are:

  1. have mother J complete the relevant section
  2. provide a Parental Responsibility court order showing JF is guardian of T
  3. provide a Parental Responsibility Agreement
  4. provide a current Residency Order
  5. provide an adoption certificate showing JF has adopted T.

Clearly most of these mean going to court, which means time and expense.

I'm very tempted to, er, provide either the completed passport form as if J filled it in, or provide a Parental Responsibility Agreement.
