Looks like St Gilles Croix De Vie is a town in France (I googled it and it has a tourist info website)and it's hand painted - so, made in St Gilles, hand painted.

St Gilles Croix de Vie is a small town in Vendée, on the french Atlantic coast, not too far from Nantes. I suppose your piece of china represents a part of this touristical town ; may be the port, or a windmill. I 've just had a look at their official site and they don't have any specific china factory. They have artisanal potters in the area, but in other villages.
