Girl's Victorian Looking Party Dress

DS is in a ballet show and I have been asked to come up with a 'victorian looking' party dress - any colour but white, three quarter length, net skirt, puffed sleeves. As she will only be wearing this once, I don't want to spend more than £15.00. Any ideas where I can get something like this over the internet in size 9-10? Used is fine.

Could you adapt an adult's tunic dress or puff sleeved blouse (from Asda or the like) to make a dress?

scurryfunge - thanks for the suggestion but when sewing skills were given out, I was down the pub!

Am really looking for something I can just buy. Was thinking about an old bridesmaids dress but very few seem to have the puffy sleeves - obviously, there is a reason for that!
