Hot Milk Bra fraying - would I be entitled to an exchange or something?

I've had it since about August. Hand washed only.

The strap is fraying where it meets the connector breastfeeding hook, and its gradually getting worse.

For a fairly pricey b/f bra, I kind of expect the straps to stay in tact more than 6 months.

Should I complain somewhere?

Yes complain to them and they should send you a new one. Explain that you have only hand washed it, and that you feel that it should last longer than this. Good luck!
