Bl**dy resurfacing the road outside our house NOW

They have been resurfacing (very loudly, obviously) from 7.30pm till at least 2AM. How the f* can they get away with it? Can I complain? It's waking dd up constantly, have just been in to put earplugs in her ears while she's still asleep (they have just resumed drilling after a 30-minute respite)
ps it is scheduled to last 16 nights

ps they started two nights ago, drilled till after 2am both nights.
