Is there such a thing as an international address finder?

I have just had a card returned that I had sent to my friend's daughter in France and I am wondering if she has moved. I have had no replies to my emails either so really want to make sure she is okay.

It has been marked as N'habite pas a l'adresse indique which I am guessing means no one lives there of that name.
