As someone whose hubby is in the building trade I do assume that you wrote to him or called him first to let him know that you were not happy - this would give him the chance to put it right without it becoming confrontational? If he was not willing to do that then you are quite within your rights to withold payment, unfortunately if you did not do this you could find yourself in court.
I cant believe the amount of people (particularly the older generation) who would be happy for DH to turn up to do the work without him giving them a quote. Not saying that is what you did of course - please dont take offence I never accept work without sending a quote, they always have in writing what work and exactly what materials are included as well as a fixed price for the job. It protects us & them from misunderstandings.
Otherwise you get there & they want twice as much work done & then complain about the price!!
