BAD customer service at ELC,what to do next ?

I ordered something on the 23rd May and it never arrived.They said it had been delivered on the 29th and left somewhere on my property but they never left a card to tell me this and the parcel was nowhere to be seen.
I had to sign a form stating I had never received the parcel and I still haven't had a refund or replacement even though I sent the letter back over a week ago.
They sent me a £10 giftcard which I returned to the head office yesterday along with a letter of complaint.
I am sick of ringing customer services only to be fobbed off with the line,'It's being dealt with.'
Who else can I take this up with I am very
