Council owned property fence and tree

Hi, we are private residents and we back on to a council owned property with a tenant.

  1. The rear boundary is shared ownership. When we moved in there was a thick bush that was on the boundary line. The tenant had this removed without our consent 3 years ago. She's not replaced it. We have a 3 year old and as her property is not enclosed and then onto a main A road we wanted to ensure there is boundary fence. The council have stated they are not responsible for maintenance... But there's no fence to maintain. We've just paid for the fence to be erected due to safety and would like a contribution (ideally 50%) but we will settle for anything. Where do we stand as the neighbour is denying there was ever a hedge (we have photos) and then is refusing to pay for the fence as she says she is not responsible.
  1. There is a very large overgrown tree that's in her property and over grows and is dangerous into our property. We have been trimming what comes over our line for safety. We've asked her to maintain and she says it's council. We've contacted council and they say its her responsibility

Looking for guidance and advice.
