What kind? Parish? District?

The nomination process is pretty easy. Get in touch with the returning officer at the council to find out when the process starts. FOr a district/county council election you need a proposer, seconder and 8 other proposers who live in the ward for which you would like to stand. Return the form by the cut-off date. Yoiu can appoint an election agent, or you can do it yourself. You need to keep a record of everything you spend on your campaign and declare it all by a certain date after the election.

The hard bit is persuadng enough people to vote for you

Parish council could be much easier. Only two proposers required. And if there is a vacancy, you can just be co-opted by the current councillors.
