As far as I know you blow it up with a hairdryer, the hot air is sufficient to make it float, it deflates a little bit after about 15 min and the dynamics of keeping it in the air then changes. Lots of fun, my ds played with one yesterday and the label on it said ELC but I couldn't find it on their website.
