If I have a photo that is 12"x18" can I buy an 18"x14" frame and if so what size mount will I need?

I'm trying to visualise this, NBG. I think you'd end up with the picture fitting the frame on the 18" dimension but with an inch gap on each side of the 12" measurement. So you'd need something with an inch strip on two sides. I think.
