Ask the teacher - there might be a system of handmedowns within the class as this stuff can be pretty expensive. When I did ballet as a child my teacher always had a huge bag of shoes that just got passed on. If your DD really enjoys the ballet lessons and you know she's going to stick with it you can then get her her own new stuff.

Most dance shops and a lot of normal clothes shops too sell dance wear. The dance teacher should be able to point you in the right direction.

Does she have to wear a certain style and/or colour?

I have two size 1 leotards on ebay - doue to finish in next day or two, on for very cheap - one pink, one blue.

At ballet yesterday mums saying Sainsburys had some lovely ones - not sure if they had shoes though. I think they said they were £10.

I put a wanted on here and got shoes, skirt, leotard and cardigan.

You could try here - not sure how prices compare these days, last wore a leotard when I was 13! Or try e-Bay if that's something you do.
