are the French a bit funny about their capital letters?

or does anyone know the truly pedantically correct way of writing Mauritania in French. I have seen it as République islamique de Mauritanie - ie lower case i and I have a feeling this is correct. is it? why?

oh blummin eck. I'm guessing they don;t do capitals for months either (as I read on...). why oh why am I trying to work in French on the basis of an O level 20 odd years ago...

as I read on I am seeing more - it seems they don;t capitalise adjectives eg I aslo have l?Assemblée générale des Nations unies . clearly this isn't accidental - it's consistent throughout my document so I think that answers my question
