I assumed that it was assuming (IYSWIM) that the children weren't unaccompanied (i.e. the parent was in the shop somewhere, so they were accompanied) but was warning about leaving them unattended (i.e. so that the parent had no idea where in the shop they were or what they were up to).
Or is my pedantry meter playing me up again?
