New neighbours driving me mad after three days

Me and my partner live in a private flat which is situated in a building with two council flats we live on the upstairs with the flat beneath us having a separate entrance and a lovely lady living beneath us also a council flat, on the same level as us we have an elderly man who again is lovely and always keeps an eye on stuff for us or takes our mail in whilst we go away. Then the second flat in our building which we are in no way connected too but is beneath our neighbour has recently gotten new tenants and I already am at my wits end with them. In the three days they have been here we have had to put up with our corridors and hallway inside the flat stinking of cigarette smoke even though it’s a no smoking building, what can only be described as worlds worst quality speaker blaring music out from the hours of around 11am till 00:30 to the point where the front door is shut and the bedroom door is shut and I can very clearly hear the music (hence why I mentioned we are in no way connected by walls or floors) now I know most people’s solution would be to go round and complain first but I also hear most of the day them screaming and swearing all day long and they don’t seem like the sort of people who would just turn the music down and not hold a grudge. Me and partner have started writing down every noise complaint we hear so that if we need to take it to the council we can, we are also waiting to bump into neighbours to see their take on it as they have connecting walls. Sorry for the rant but any ideas or stories of your bad neighbours to make me feel a little less sorry for myself would be great, it’s not an experience I’ve ever had before.
