Our local parish have announced that they can't be bothered sorting out for FC to come through the village this year as last year they didn't have enough volunteers. I've found them volunteers for this year but they still say they're not doing it. They've always done it as a money making thing and are talking about licences etc and permission from the council. So I'm looking for you guys who know your onions.

My watered down plan. To get someone driving FC through the Main Street of the village ho ho hoing and throwing out sweets. Advertise it well and get people to come down and wave. It's more about the children seeing FC and having the experience. What permissions would I need to do this? Or do I just need to seek FC and a convertible car? Get donations of sweets and print of posters and announce on Facebook when it's happening? Please advise if any of you have done this before.
