Dd said she saw a man hitting a dog....what do i do ???

Today me and Dp were discussing the dogs near to our house that are always barking or whinning.
Dp said, that they whine an awful lot, and wondered why. Dd1 (6) then said that when she looked out of her window last night she saw the dog and a man came out of the house and hit it twice.
I do believe her as she's not the type to make things up and it would explain the whining, but what do i do about it ??
I'm not even sure which house it is, co it's sort of at the back but further up than ours, and we can only see the one corner of the garden.
My dad said to ring the RSPCA and let Dd show them through the window where it is and then they'll soon work it out as the darks are sure to be barking.
I have heard that the people in the tower blocks nearby have complained several times about the barking, so i think this dog or dogs must be left outside pretty much all the time.

What would you do ??

Punch him, see how he likes it

Or report it to the RSPCA - probably safer
Sounds like he is pretty horrible to them generally

I would call the RSPCA. Unlike children, dogs are only removed from their homes if they are being mistreated (to my knowledge - although who knows - this thread may open a can of worms!).

Agree about the RSPCA. Awful , why do people keep pets if they can't look after them properly? I mean how much trouble would it be to call the RSPCA yourself and say, I can't look after this dog after all, please take him for re-homing?

yes call the rspca,our horrible neighbour called them to say we kept our dog outside,we don't!! the kitchen door is open and she comes in and out as she likes,she very rarely barks and she's always in at night,the inspector took a look at the dog and told me that the neighbour was wasting his time and that she should see the horrible things people do to dogs,don't think you'll be wasting their time, just call
