Help to smooth hair on toys

Hi! Just wondered if anyone had any suggestions for smoothing the hair on this rocking horse please??? Tried fabric conditioner but didn't work!!! Help please!!!

Try brushing it with a Velcro roller?
I do it on the fur on Parka's and it work's.
Worth a try?
