Small b.day party at home for ds aged 4 - what to do?

My last two children were born only 11 months apart in the same year ie. Jan and December. Last year we had a joint party at the local softplay, which was fine as they were at the same nursery so had same friends. This year dd is now at school and I don't want to do a joint party as it would mean school friends and nursery friends, which could get out of hand and more to the point I can't afford it. So I thought I'd have more of a tea party for each - the girls I can cope with as I know I can get some arty stuff for them to do before tea, but what to do with boys? They will be aged 3 & 4 and I know most boys of this age don't want to sit down and do craft activities. I'm really worrying because both of them think that the party is your birthday and when I suggested that we might not have a party they both got very upset, so I've got to do something. Please any ideas???

Do a fancy Dress Party....they always are fun!
And just do things like Parcel Parcel, maybe musical statues and/or Simon says.... and some running about...that will entertain them, lol!
I usually do something like a game or just put music on, then have the food, then a game and then the cake, and voila 2 hours are over....!

Have a theme , like pirates,and do games, food etc around that.
