Can cakes be cooked at home to sell in cafe (Health & safety question)

A friend of mine has just won the contract to run a local cafe and she said that she was looking for someone to bake their cakes. My dad does lots of baking and is retired and it might be up his street but I was wondering what the H&S implications are for him baking at his house and delivering them to the cafe. He'd be making 2 cakes per day maximum to start with.

I think he would still have to be passed by environmental health dept, I would check. They will advise what requirements have to be met. Pretty painless for home baking I would think as long as he has a normal kitchen with good standard of cleanliness.
