Ring up your council. My dh did on his old house, so can't think why not... You might need permission from the Highways Authority - only guessing though???

I don't suppose the dropped kerb is the problem - but unless there's a parking restriction people will still park there I guess. Changing that might be the issue.

IME you must have space to park a car in front of your house ie a bit of front garden. There is a measurement that iyou have to have a minium length and width - car can be park side ways so I think it would be a minimum of 2metres by 4meters.
