Someone just put an electicity pylon at the end of my garden !

I got in from work only to find the electric pylon (which has always been too close to the end of our garden in my opinion anyway)has been moved and is literally outside our house !
Does anyone know if they are allowed to just do this ?
Some new houses are being errected behind our house and the cables were obviously too close.However in moving them my children can literally reach out over the gate and touch them.Im twitched enough about the lack of evidence to prove the safety of these things anyway, and now i feel im really frying my babies brain .Any advice on who/if i can complain.

You need to speak to the planning office at the council. THey would have needed planning permission to move it

Might the permission have been sneaked through in amongst the permission for the new houses though?
