Why do my neighbours have black bin liners instead of net curtains?

We moved last year and at Christmas I noticed a house a few doors down had a really bright window display in their downstairs front window, all colourful and twinkly. Behind it were sheets of black plastic, that I can only describe as black bin liners, covering the entire window. I figured it was because of the Christmas display. But although the decoration came down, the black plastic hasn't. It's a normal looking house, tidy front garden and a couple of cars parked on the drive. The upstairs bedroom window has blinds in front of the curtains. MNetters, you are far more imaginative than me - what's with all the black plastic?

Growing cannabis

It's a dark room?
They're growing cannabis?
They dismember bodies in there, so want something wipe-clean / cheap to replace?

I did think it might be cannabis, but surely they would be more discreet and do it at the back of the house? And they had a window open the other day (lined in black plastic of course) which doesn't figure in my understanding (limited) of growing cannabis... So it must be bodies... I hope I haven't outed myself and am now at risk of my local serial killer...

Confused as to what an uncontrollably large penis is ? Does it run about the drive like my uncontollable border terrier ?
