safety and common sense regarding young children

I know a young mum who puts her young son of 4 at risk by letting him ride a scooter on a footpath on the side of a busy road. He has no helmet, apparently he "doesn't want to wear one" people have watched her grab him and have very close shaves outside a supermarket in the town. No one want to get involved

Interesting that you refer to her as young, do you think that the age of a parent in general influences his/her parenting capability?
