The water in my taps sometimes feels slimy, and sometimes tastes odd.

Anyone else had this? I suppose I should call the water board, but could there be something wrong with the pipes, and if so are the water board responsible for that.

Also I often cant get a lather with washing up liquid.

Where do you live Waterfalls? We live in an area which has very hard water and sometimes get this.

Yes we have hard water too, I live in Worcestershire.

Hopefully that's all it is then. Maybe you should call the water board though just to be sure. As for the pipes - afaik you are responsible for the pipes linking your house to the network, the water board is responsible for the rest.
