Not sure about good, but DS1 who is nearly 5 really enjoys his football. He has played since he was 3. Contact your local leisure centre. Most have got football clubs and probably start them as young as 3.

I can't recommend finding a good football coaching session for little ones enough! ds1 goes to one every Sunday - it's for 3 - 5 year olds and is superbly run, by lovely experienced enthusiastic coaches who make the kids feel great about football - even though they're only teeny and mostly tend to score goals in their own goals etc.etc..! it's fab fun to watch and my ds1, who's painfully shy, has come to look forward to it as the highlight of his week. Definitely try your local sports/leisure centre.

Ds2 seems to be really good at it - he's 3.5 and way better than ds1 who is 5! He seems to have a passion for it too - always wanting to have a kick about whereas ds1 can take it or leave it. He's not going to any coaching yet but will do from September when he gets to nursery.
