If a gas company need to do work in the street outside your house...

Do they need to ask permission from the owner of the road before they dig it up?

I.E if it was a council road would they have to go to the council and say we need to dig up this road and do some work is that ok?

Or if it was a private road would they need to contact the owner of the road and ask?

if it's a council road they need to ask council. that's it.

if it's private they ask the owner.

or if it's the water board outside my house they just dig it up anyway and answer questions later when it's too late

I live in a cul-de-sac and most of the houses are owned by a housing association but the HA only own the houses not the road according to them and the council don't own the road either, it appears to be no mans land.

On Thursday a Gas company arrived and did some obviously fairly minor work (as they finished within the day) and it got me wondering wouldn't they have to ask permission from someone to dig up the road and if so I wonder who they asked since nobody apparently owns the road.

It wasn't an emergency but I agree they would probably just get on with it if it was. they probably have special permission for emergency cases.

if the council say that they don't own the road then the HA does as that land apssed to them when they bought it to build the houses on
