how can i edit a photo to make plain white background

i am struggling with this photo thing, i took dd@s for photos for their blue badges ect today and got one dd's fine the other dd (11 with autism)played up something terrible screaming crying the whole performance, well the photo is awful so i want to be able to use a photo i already have, i used to have a programme that you choose the layout of your photos so you could have a page of passport size photos but can't find the programme anywhere, can anyone help me either to talk me throu it or to do it for me, ta

i think i have done it i cut and pasted it into word, couldn't get the white background but still it should be o.k thanks anyway.
