Could be any one of a number of reasons. The pipes to your bath and shower could be corroded or clogged with limescale, you could need a new washer on your bath tap, the header tank could be too low to get a good pressure from the shower, your house could be on a hill so the pressure to the property is low generally, there could be a slight drop in pressure from the pumping station ...

Is this a new problem, or has it been going on for a while or getting worse over time? If it's getting steadily worse then it's probably something to do with the condition of your pipes or your taps.

Give the water board a ring and ask them for advice. They'll know the right questions to ask so that they can work out what your problem is.
