try this . It sounds as though it is not that relevant, but you can view it if you want, using the programs they suggest.

(I assume it came attached to an email).

they're just likely to be part of a computer program, not photos or anything else. because they are part of the computer program, if you change anything at all, then the computer program might stop working!!!

ok in that case you need to find out which program wrote them.
If they are the index.dat files that windows writes in the cookies or history folders they dont have any relevant info in them they merely act as a "counter2 for whats in the cookies folder no files = no info.

if you're looking for evidence of sites visited
then the history or cookies are the best way but the easiest to wipe, the dat files in these foldersare created by IE to index the files for easy reference within the program an are unlikely to yield any evidence.
Or are these dat file somewhere else?
