what is the cut of date for children to start new school year?

Some one said to me that they had to be 5 by a certain date in august to start in the september?????? where they right?

4 by august 31st 2006 to start september 2006 in england but some counties(not many)also do a january intake for the younger children

are we talking reception class? in our area (Greenwich, bexley, bromley, lewisham etc) they start school in september if they will be 5 anytime between 1st september and end of feb. or they start in january if they will be 5 between 1st march and 31st august. does this help?
