i need advice on how to turn an idea into a franchise

i have a business idea that is almost complete i would like to run it in my local area but in the big picture i would like to offer it out to people in other areas i have looked into many franchises but they are all so rediculously priced i want mine to be affordable (which it will be) so that mums who need a second income could find the small start up fee which i would have to charge to cover my costs, this idea has a potencial of any thing from £1000 - £10,000+ A MONTH depending on the size of your postal code area. i don't want to charge a % fee on your income received i want this business to make each individual a tidy sum so you take 99% of profit but obviously this is a business so i need to make a cut,i don't need to charge large start up fees because i will make my money from the monthly payments from each franchise which would be only about £200 (which is nothing out of what you would make), but are there set laws in what you have to charge for a franchise? can you franchise out a business before it has been running for a year, and can you franchise with out registering through a franchise system?
