What shall I wear to the wedding?

In the invitation it is states that women should wear a dress or a suit. I find it quite hard to find a nice dress with long sleeves. Most of the dresses on sale are for the summer. I know the place where the dinner is going to be held so I doubt it is going to be that hot (who knows I might be wrong). Anyway, what about the suit? Is it:
trousers + jacket
skirt + jacket
or
trousers + nice top?
I am looking for a dress (no more than £50.00, hope to buy for less). I would love to buy a dress that I could wear again.
If I do not find a dress then I would have liked to buy nice trousers (not jeans of course) and a top. However, I do not know what they meant by saying a "suit".

A suit, to me, would be any combination of smart clothes (skirt/trousers and jacket/top) that is not jeans/smart casual but smart smart.

As for a dress, could you wear a dress with a jacket/bolero/pashmina over the top?
