15 hours funding for 9 month +

Can we get it if one parent works full time and the other parent is in receipt of carers allowance?

I know that was the case for our elder son when we were claiming the 30hrs funding at 3, just wanted to know if it's the same eligibility for the 9 month olds 15 hours funding
