My nursery has the owner's older kids - a 7 year old and 9 year old in the nursery with the babies. Is she allowed to look after her own kids in the nursery while the younger kids are there?

The owner likely isn't included in the numbers for ratios etc unless she's covering breaks or illness. She'll be doing other things.

One of the girls in my DC's class is the daughter of a local nursery owner, you can tell she's used to being around young DC and she's brilliant with my youngest.
