21 month old not enjoying nursery

Hi there - my little boy started nursery a month ago, 3 full days a week and he still hasn’t settled there. Theres tears in the morning when I drop him off and when I collect him, he’s usually in someone’s arms. He won’t eat the dinners they provide and often comes home starving.
has anyone else had a similar problem? I was hoping after a month I’d see an improvement?

Yep this was my child!
He didn't start eating until 2 months in, tears stopped just before then.

It does get better!
