This may sound stupid but can someone explain the difference between the two and how I know which is better for me financially?

I don't think you get vouchers anymore unless you're already registered with the scheme.

TFC is what I use. I just pay in the same amount each month, gov top it up and then I make a transfer to after school / holiday club.

You could work out what you'll need to pay of the total bill each month and then pay your % and let gov top up to make full bill (I used to do this for ft nursery as I knew what the cost would be, but holiday club is ad hoc!)

The last time you could register for vouchers was before the end of September 2018. You had to ensure your employer had you on for the next month's payroll.

The reason I remember is because my DD was born just in time for my DP to do that.
