How do you know if your baby/toddler likes nursery?

I’m not sure. She started at 14 months, 2 days a week. Now 17.5 months. I could tell she really enjoyed it at the beginning and whenever I tuned into the nursery cameras, she was playing and always had interaction with staff. Staff in her room suddenly all changed at once and have been inconsistent since. Has also recently moved from baby to toddler room. Seems to be quieter now. When I tune in, she always seems to be playing on her own, like the other toddlers. Little staff interaction. Seems to be lots of agency staff but has a consistent key worker. Doesn’t cry at drop off but is shy to start each time. Always happy at pick up. Quite hard work at home after nursery, a little clingier. Is it the age or is she unhappy? I’m not sure.
