2 year old funding

Does anyone know if the funding criteria of earning less than £16,000 and claiming child tax, to qualify for this funding, is based on this years income (18-19) or last years? (17-18)? I've rang child tax and they didn't know and neither did my local council.

Think it's based on the previous years. As you won't have to submit your actual income for 17-18 until jan.
