Aggressive behaviour in 3 year old

Has anyone got experience of a young child who speaks about killing and hurting other children. There is description of what they want to do with the children and how. Language is very advanced, almost adult like.

They will launch themselves at other children and if getting to another child, grabs their hair and scratches down the face. Can also hit, kick, pinch and bite.
