15 hours per week to start earlier?

I was talking to a friend last night, who said she thought that the 15 hours per week childcare provision might in the future become available when children are younger than 3. Does anyone else know anything about this, or was it wishful thinking on my friend's part? I know that there will be provision for 2 year olds from low income families, but she was talking about the provision that everyone is entitled to the term after the 3rd birthday.

The government is planning to extend the 2 year funding, so that all 2 year olds are able to take it up
