Free nursery places if leaving mid-term

My son currently attends a private nursery and a pre-school and he is leaving the nursery at the end if the month. He gets 4 free sessions at the nursery and 1 at the pre-school but the cost of his attendance at nursery hadn't been reduced to reflect the free places for September. The nursery manager says that this is because they can't keep funding for free places if the child leaves before the end of the term. Does anyone know if this is correct?

We have to do a headcount for each term, usually a couple of weeks into term. That is what the council work on, so if you are there on headcount day then you cant swap over to another setting during that term.
It might be worth it if you ring your council early years team to check (wont do any harm, they will be interested however, if you are not receiving your free hours!)
