Concern for teen

I have concerns about a neighbour whose teen is not attending school. Instead, he spends his days smoking cannabis with his father. The young person is definitely age to be going to school and I have verified this.
Has anyone been in this position before and what did you do about it?

Nothing.

The parents know.

The school knows.

its a messy situation, and not good, but there is nothing you can do to sort it out so remove your beak.

Surely someone should be doing something about it. They are swaggering about the street smoking a doob. Bloody housing association properties.

I don't think smoking weed on the street is restricted to people living in 'bloody housing association properties'..
