Building work next door - ND child overwhelmed by noise

WTAF am I going to do, we've got a new retirement block going up behind our home, our DD gets really overwhelmed very easily, it's 80 flats and a complex of shops/eating /coffee areas - it's gonna take AGES to Build.
DD is 14 and doesn't go to school, has home schooling (with tutors) so rarely out of the house
She has ear defenders and noise cancelling headphones but they're not enough ... is there anything anyone has done when they deal with this type of issue?
TIA

I exit the environment as much as possible.

@VitoCorleoneOfMNMafia sorry you're also going through this .. considering moving to a farmhouse in the middle of nowhere ... but even now she screams at the blackbirds and other birds chirping 🙁

Can you get as far away from the noise source as possible and use white noise to mask?

I've used white noise on speakers in the office because I have sensory issues with protracted headphone use.

That must be so hard. I really wouldn't cope with that happening either.
Has she tried loop or flare earplugs under her noise cancelling headphones?

Thanks whispering - yes she has all those, unfortunately she won't try the wax ear plugs but thinking of stuffing cotton
Wool pads between her ears and the headphones to see if that helps

Me too.

My next door neighbour has been doing noisy DIY for 3 weeks I wanted to kill him. Thankfully, I'm away from home this week, staying in a remote cottage. I just hope he's finished by the time I return home.

Sorry OP, no coping tips other than leave the premises 😬
