Rough "play" - how much to intervene?

I have 3yo identical twin boys. Their needs/temperaments are pretty similar, but one is generally more energetic and emotional (it's how most people tell them apart!)

They play together a lot. Mostly it's quite nice, but the more emotional twin is always slightly rougher and tried to be dominant. Obviously we have ruled against bbiting/ hair pulling, but I'm not sure how much to intervene when it's general shoving and forcefully positioning.

Anyone been through similar and have some advice?

Hello although mine are a lot younger 16 month old identical twins and I'm sure we haven't hit that difficulty much yet. All I can say is that we are constantly trying to reinforce ' ahhh love your sister ' and 'gently' when things are getting a little rough. Then physically giving them cuddles whilst 'ahhh love' this normally turns rough play into a more gentle loving moment. Or just a complete distraction with a toy that's more interesting.
