opening bank account or cashing a cheque without an address

How on earth can someone who doesn't have a bank account already and is homeless and isdue to receive some money soon, meant to claim their money? They can't open an account without an address and to go to a cash chequeing place they need a bill or letter dated within the last 8 weeks!

If its benefits, can it be paid by Girocheque? Only certain government benefits can be paid like this, but you can cash them at a PO and don't need a bank a/c.

where is the money coming from? could it be made out to someone else who does have an account?

Can they be paid in cash, or is it a big amount?

I have insured money I sent through the post, which is cheaper than postal orders (which is the other option of course).

Not even if you insure it? That is what the PO recommended to me, but then I was only sending £100.
